"Better than Nothing?!"

The barbaric Israeli aggression on our people, land and economy has been clearly met by the same historic steadfastness that has come to identify our plight during the last 50+ years. However, our determination today must be more sophisticated than that of Al-Karameh in 1968, Beirut in 1982, or the 1987 Intifada. Today, our efforts must consider the broader picture and should not only confront Israeli tanks, gunships, assassinations, closures, etc. With the same fervor, these same efforts must also view the latest Israeli aggression as a hiccup in our national development. It is imperative to our national survival that we learn the lessons from the interim phase of Oslo and readdress the weaknesses of our state building experience of the past 8 years. If the Oslo Peace Accords have given us anything, it is a taste of the paramount task ahead of us in rebuilding Palestine from the ruins of Israeli Occupation.
Constructive state-building in the midst of an Intifada is no trivial feat. The mindset and focus to look beyond the catastrophic damage being done to every aspect of our society should not only be an option, but also a duty that each citizen, official and leader should assume. In this spirit, I would like to challenge a prevalent theme being repeated in every sector of our society.
"Better than Nothing", is a seemingly innocent phrase that is being repeated over and over again in an effort to excuse what would be considered by any other means sub-standard output to the utilization of scarce resources including finances, time and human resources. A case in point is our national development dialogue. Today, the issue of our mere survival is being accepted as our sole guiding light. In other words, what little strategic national infrastructure and institutional development that has crystallized to date is "Better than Nothing," or so we are told. If one ventures to question specific cases, whether the inquiry is about the same street being dug for the third time or questions the repeated strategic mistakes in dealing with building viable economic sectors, the answer, time and again, is, what you see is "Better than Nothing." Are we incapable of doing what we are doing right the first time so it will not need to be redone in the near future? Is it acceptable that we face our shortcomings with the calm, even culturally sounding, "Better than Nothing?"
I despise the "Better than Nothing" slogan! Our acceptance of this "Better than Nothing" attitude conveys the false belief that as long as we are breathing we are on the path to statehood. Worse yet, at the same time we are accepting this weak argument, we are also demanding our natural right among the nations of the world. We want our plight as a country and a people to be articulated to the world in the most effective way. Among other things, we yearn for a free market economy, world-class health care, modern infrastructure, and we expect the best education for our children. Despite all of our efforts, our demands continue to be thwarted. The rule of law, a sound judiciary, institution building, democracy, transparency, accountability, regulation, and other related principles, continue to find new and creative excuses for not truly being at the forefront of our social, political and economic agendas.
If we are serious about living a better tomorrow and witnessing a more productive today, even under the current situation, then we must approach each and every one of our efforts with an urgency that will not allow us to settle for less than the greatest possible outcome. If an undertaking does not produce its expected value, then, it is money, time, thought, and today even human life wasted and, most often, best not spent. Acting, for the mere sake of going through the motions, is a prescription for Palestine to remain locked in a fatal domain of apathy.
Israeli public opinion, fueled by a war mongering Israeli government, are rushing to join the "Better than Nothing" chorus in depicting what our 50+ years of national sacrifice and struggle has achieved, thus far, as a sufficient reward for our efforts. Let's not give them the option.

"أفضل من لا شيء!"

بنفس الصمود التاريخي الذي يميز محنتنا طوال أكثر من 50 سنة، يجابه شعبنا العدوان البربري الذي تشنه إسرائيل علينا وعلى أرضنا واقتصادنا. إلا أن تصميمنا اليوم يجب أن يكون أكثر تطوراً مما كان عليه في الكرامة، وبيروت، وانتفاضة عام 1987. إذ ينبغي أن تستهدف جهودنا الصورة الأشمل وان لا تقتصر على مواجهة الدبابات، والمروحيات، والاغتيالات، والإغلاقات وغيرها من الممارسات الإسرائيلية. فبنفس الحماس، ينبغي أن ننظر إلى العدوان الإسرائيلي الأخير باعتباره عقبة عابرة في طريق تنميتنا الوطنية. من المهم لبقائنا الوطني أن نستخلص الدروس من مرحلة أوسلو الانتقالية ونقوم بمعالجة نقاط الضعف الكامنة في تجربة بناء الدولة على مدار السنوات الثمانية الماضية. وإذا كانت اتفاقيات أوسلو قد حققت لنا أي شيء، فإنه لا يخرج عن كونه قطرةً من غيث المهمة الجسيمة المتمثلة في إعادة إعمار فلسطين من الأنقاض التي خلفها الاحتلال الإسرائيلي.
إن بناء الدولة في خضم انتفاضة تحررية ليست بالمهمة البسيطة، حيث أن وجوب النظر في ما وراء الضرر الكبير الذي يتعرض له كل جانب من جوانب حياتنا ليس خياراً، وإنما مهمة كل مواطن ومسؤول وقائد فلسطيني. ومن هذا المنطلق، أود أن أثير موضوعاً هاماً أصبح يتكرر في كل قطاع من قطاعات مجتمعنا.
"أفضل من لا شيء"، هذه العبارة البريئة ظاهرياً، أخذت تتكرر مراراً لتحل محل الحد الأدنى من أية وسيلة تمكننا من الاستغلال الأمثل لمصادرنا المحدودة مالياً، وزمنياً، وبشرياً. يعتبر موضوع الحوار الوطني التنموي من الأمثلة الحية على ذلك. ففي هذه الأيام، يعتبر مجرد بقائنا على قيد الحياة أمراً مقبولاً وكأنه المنار الوحيد الذي ينير طريقنا. بعبارة أخرى، أي أن مقدار ما تحقق حتى الآن من التنمية الاستراتيجية للبنية التحتية والمؤسسية هو "أفضل من لا شيء"، كما يقولون. وإذا جازف شخص ما ليطرح نفس السؤال حول حالات محددة، سواء تمحور السؤال حول حفريات تجري في شارع للمرة الثالثة أو أخطاء استراتيجية متكررة في التعامل مع بناء قطاعات اقتصادية حيوية، فإن الجواب دائما يكون: ما تراه هو "أفضل من لا شيء". ألسنا قادرين على القيام بما نقوم به بشكل سليم من المرة الأولى بحيث لا نضطر للقيام به مجدداً في المستقبل القريب؟ " أمن المقبول أن نواجه نقاط ضعفنا بـ "أفضل من لا شيء"؛ ذلك الشعار الهادئ الذي أضحى متأصلاً في ثقافتاً.
إنني أمقت شعار "أفضل من لا شيء"؛ ذلك أن التسليم بمثل هذه العبارة يعزز لدينا اعتقاداً خاطئاً مفاده أن كوننا نتنفس يعني أننا نسير في طريق الدولة. الأسوأ من ذلك، وفي الوقت الذي نقبل فيه بمثل هذا القول، هو أن نطالب أيضاً وبشدة بحقنا الطبيعي في الوقوف جنباً إلى جنب مع دول العالم. نحن نرغب كبلد وشعب في طرح قضيتنا إلى العالم في أفضل طريقة ممكنة. نحن تواقون إلى اقتصاد السوق الحر، ونظام رعاية صحية من الدرجة الأولى، وبنية تحتية حديثة، ونتوقع أفضل تعليم لأولادنا، وما إلى ذلك. ورغم كل الجهود التي نبذلها، إلا أن بذور مطالبنا لا تزرع في تربة خصبة. فسيادة القانون، والنظام القضائي السليم، والبناء المؤسسي، والديموقراطية، والشفافية، والمساءلة، والتنظيم جميعها وجدت مبررات جديدة وخلاقة تحول دون وضعها فعلاً على سلم أولوياتنا الاجتماعية، والسياسية، والاقتصادية.
إذا كنا جادين في رغبتنا بأن نحيا مستقبلاً أفضل ونشهد حاضراً أكثر إنتاجيةً، حتى في ظل الوضع الراهن، فإنه يجدر بنا أن نغرس في كل واحد منا ضرورة أن لا نرضى بأقل من أفضل نتيجة ممكنة. وإذا لم يحقق جهد ما القيمة المرجوة منه، فإن ذلك يعني إهدار للمال، والوقت، والفكر، وحتى لحياة الإنسان في هذا الوقت. إن العمل لمجرد العمل بحد ذاته لا يخرج عن كونه وصفة لبقاء فلسطين رهينة في عالم من اللامبالاة الهدامة.
وفي هذه الأثناء، يتحرك الرأي العام الإسرائيلي، معززاً بحكومة تواقة للحرب، للانضمام إلى جوقة "أفضل من لا شيء"، ليصوروا أن ما حققته تضحياتنا ونضالنا الوطني طوال مسيرتنا الوطنية يعتبر مكافئة كافية مقابل جهودنا - دعونا نفوت عليهم الفرصة.
